This is the fifth annual report on Australian, state and territory governments’ progress under the National Drug Strategy (NDS). The Intergovernmental Committee on Drugs (IGCD) is required to provide the Ministerial Council on Drug Strategy (MCDS) with an annual monitoring report dealing with the implementation of the NDS. This report provides an overview of the activities undertaken over the period 1 January 2003 to 30 June 2004. The 18-month reporting period is the result of a transition to reporting on a financial year basis, rather than a calendar year basis, following a determination by the MCDS in November 2003. The report gives a broad national view of the key drug-related issues affecting Australia, in particular, reporting against the various interventions undertaken by government agencies to reduce the supply, demand and harms associated with drug use.
